This reverts commit 9a2af58ae3634c89ec74dd88aeac33ae3a0a484a.

Commit d3afc658ffde ("s390/smp: rework absolute lowcore access")
introduced mutex lock with interrupts disabled. This commit is
a follow-up that needs to be reverted as well.
