tools headers UAPI: Synch KVM's svm.h header with the kernel

To pick up the changes from:

  ee68e061fe7442ed ("x86/sev: Provide support for SNP guest request NAEs")
  b3b8efb98c8040d6 ("x86/sev: Use SEV-SNP AP creation to start secondary CPUs")
  706188431d967948 ("x86/mm: Validate memory when changing the C-bit")
  f0492060dc1b7e86 ("x86/sev: Check SEV-SNP features support")

That gets these new SVM exit reasons:
