openvswitch: Only set TUNNEL_VXLAN_OPT if VXLAN-GBP metadata is set

This avoids setting TUNNEL_VXLAN_OPT for VXLAN frames which don't
have any GBP metadata set. It is not invalid to set it but unnecessary.
