pinctrl: meditatek: Startup with the IRQs disabled

[ Upstream commit 60668f9fd3f572e5fe11d153816207ec02153bf0 ]

If the system is restarted via kexec(), the peripherals do not start
with a known state.

If the previous system had enabled an IRQs we will receive unexected
IRQs that can lock the system.
