Revert "phy: micrel: Disable auto negotiation on startup"

This reverts commit c3113812c04e6d0195df81ab2bc888134daa0ae8.

It was papering over the real problem, which is fixed by commit
183eb9acc060 ("net: phy: fix auto-negotiation stall due to unavailable
interrupt")
