scripts/dtc: Add missing fdtoverlay to gitignore

Commit cd6c219433f0 ("scripts: dtc: Build fdtoverlay tool") enabled
building fdtoverlay, but failed to add it to .gitignore.

Also add a note to keep hostprogs in sync with .gitignore.
