Revert "b43/b43legacy: add RFKILL_STATE_HARD_BLOCKED support"

This reverts commit d0902c0e875ebda312a05b78b2edc9b9adc65ca0, which as
Larry Finger reports causes the radio LED on his system to no longer
respond to rfkill switch events.
