tools headers cpufeatures: Sync with the kernel sources

To pick the changes from:

  d38160a16718d14f ("KVM: SVM: Add support for SVM instruction address check change")
  bca14ccee93540b7 ("Enumerate AVX Vector Neural Network instructions")
  ffc14a6cfdb69e58 ("x86/cpufeatures: Assign dedicated feature word for CPUID_0x8000001F[EAX]")

This only causes these perf files to be rebuilt:

  CC       /tmp/build/perf/bench/mem-memcpy-x86-64-asm.o
  CC       /tmp/build/perf/bench/mem-memset-x86-64-asm.o

And addresses this perf build warning:
