samples/bpf: Add missing -lz to TPROGS_LDLIBS

samples/bpf: Add missing -lz to TPROGS_LDLIBS

Since libbpf now links against zlib, this needs to be included in the
linker invocation for the userspace programs in samples/bpf that link
statically against libbpf.
