drm/amdgpu: add HDP Clock Gating support for yellow carp

HDP MGCG is enabled by default.
Adding AMD_CG_SUPPORT_HDP_MGCG to ensure hdp mgcg enabled.
HDP MGLS need to be enabled by driver.
