net/mlx5: Enable general events on all interfaces

Open events of type 'GENERAL' to all types of interfaces. Prior to this
patch, 'GENERAL' events were captured only by Ethernet interfaces. Other
interface types (non-Ethernet) were excluded and couldn't receive
'GENERAL' events.
