sh: Make dump_task dependent on ELF core.

Currently this is only linked in for CONFIG_BINFMT_ELF, make it dependent
on CONFIG_ELF_CORE, so it's both selectable there and also linked in for
CONFIG_BINFMT_ELF_FDPIC.
