Revert "net: stmmac: add platform init/exit for Altera's ARM socfpga"

This reverts commit d350921705286281e59b9de17ea1386ca69a10ec.

Breaks the build due to missing reference to phy_resume in
the resulting dwmac-socfpga.o object.
