usb: gadget: renesas_usbhs: change usbhsc_bus_ctrl() to usbsc_set_buswait()

renesas_usbhs will have register DVSTCTR control function for HOST support.
This patch changes usbhsc_bus_ctrl() to usbsc_set_buswait(),
to remove DVSTCTR access from it,
