cxgb3: fix oops on module removal

cxgb3: fix oops on module removal

When removing the driver module w/o bringing an interface up before
the error below occurs. Reason seems to be that cancel_work_sync() is
called in t3_sge_stop() for a queue that hasn't been initialized yet.
