block: revert c349bd4a2046 ("blk-throtl: optimize IOPS throttle for large IO scenarios")

Revert commit c349bd4a2046 ("blk-throtl: optimize IOPS throttle for large
IO scenarios") since we have another easier way to address this issue and
get better iops throttling result.
