MAINTAINERS: arm: samsung: add Git tree and IRC

Add already used Krzysztof Kozlowski's Git tree for Samsung
S3C/S5P/Exynos ARM sub-architecture and IRC channel (#linux-exynos at
Libera).  This documents purely existing state.
