[WATCHDOG] ep93xx: watchdog timer driver for TS-72xx SBCs cleanup

Clean-up driver:
* make release the reverse of probe so that both are consistent
* add WDIOC_GETSTATUS & WDIOC_GETBOOTSTATUS ioctls.
