ipv6: Revert optional address flusing on ifdown.

This reverts the following three commits:

2ba700e47485cda1eb38155b96fa0848497d0e89
acb2fdc0e803f3491f173a3cd0938c541db33a24
7b33ab6753961090278c9b1f72d0723b548f27cb

The feature was ill conceived, has terrible semantics, and has added
nothing but regressions to the already fragile ipv6 stack.
