tools headers UAPI: Sync prctl.h with the kernel sources

To get the changes in:

  af128c235b444173 ("arm64: mte: Allow user control of the tag check mode via prctl()")
  d58e8142e5f36f14 ("arm64: mte: Allow user control of the generated random tags via prctl()")

Which don't cause any change in tooling, only addresses this perf build
warning:
