mpt3sas: Add branding string support for OEM's HBA

Added the following Dell branding to the mpt3sas driver.

"VendorID"   "DeviceID"  "SubsystemVendor ID"  "SubsystemDevice ID"  Dell Branding String
0x1000        0x0097          0x1028                 0x1F46            DELL 12Gbps HBA
