tty: serial: fsl_lpuart: drop EARLYCON_DECLARE

EARLYCON_DECLARE is just a wrapper of OF_EARLYCON_DECLARE,
since we already have OF_EARLYCON_DECLARE for lpuart and lpuart32,
so no need EARLYCON_DECLARE.
