ipv6: Revert optional address flusing on ifdown.

This reverts the following three commits:

4661e17b025a30802714f008cbabd3ec31f73235
4e1c9c56ca95029f65e7f1687ad52ba6fb94fa12
101154d9fab9ff81e13e8d0ca61351b2f8ebe7c4

The feature was ill conceived, has terrible semantics, and has added
nothing but regressions to the already fragile ipv6 stack.
