tipc: remove socket state SS_READY

tipc: remove socket state SS_READY

Until now, tipc socket state SS_READY declares that the socket is a
connectionless socket.

In this commit, we remove the state SS_READY and replace it with a
condition which returns true for datagram / connectionless sockets.
