doc: Convert whatisRCU.txt to .rst

This commit updates whatisRCU.txt to the new .rst format.
This change includes:

- Formatting bullet lists
- Adding literal blocks
- Links from table of contents to corresponding sections
- Links to external documents
- Reformat quick quizzes
