pwm: Add DesignWare PWM Controller Driver

Introduce driver for Synopsys DesignWare PWM Controller used on Intel
Elkhart Lake.

Initial implementation is done by Felipe Balbi while he was working at
Intel with later changes from Raymond Tan and me.
