tcp: Fix a data-race around sysctl_tcp_app_win.

commit e5fb1258cb0e9b64984961327781de0a241cc4c6 upstream.

While reading sysctl_tcp_app_win, it can be changed concurrently.
Thus, we need to add READ_ONCE() to its reader.
