Revert "8250: uniphier: allow modular build with 8250 console"

This reverts commit fff499480aba401884b429defb90c17e36cb3d62, it
shouldn't have been applied, it was fixed properly with commit
300c96089e04f8fca4a5db236b2d91d47a243d53 ("of: drop symbols declared by
_OF_DECLARE() from modules")
