tools/Makefile: fix HOSTCFLAGS with CROSS_BUILD_TOOLS

When CROSS_BUILD_TOOLS is set, set HOSTCFLAGS to CFLAGS otherwise CC
will be used with HOSTCFLAGS which seems wrong
