rockchip: Add MAINTAINER entry for chromebook_speedy

This adds a MAINTAINER entry for chromebook_speedy.

Without this, we get the following warnings from the maintainers
check:
    WARNING: no status info for 'chromebook_minnie'
    WARNING: no maintainers for 'chromebook_minnie'
