[PATCH] s390: compile fix: missing defines in asm-s390/io.h

Compile fix: add missing __raw_read* and __raw_write* defines to
include/asm-s390/io.h.
These are mandatory since patch 585fe05e2d3420661e1d5c176ea934c3910debe5
was merged.
