perf arm-spe: Refactor operation packet handling

perf arm-spe: Refactor operation packet handling

Defines macros for operation packet header and formats (support sub
classes for 'other', 'branch', 'load and store', etc).  Uses these
macros for operation packet decoding and dumping.
