Makefile: Enable -Wzero-length-bounds

Makefile: Enable -Wzero-length-bounds

With all known internal zero-length accesses fixed, it is possible to
enable -Wzero-length-bounds globally. Since this is included by default
in -Warray-bounds, we just need to stop disabling it.
