Revert "drm/amdgpu: workaround the TMR MC address issue (v2)"

This reverts commit 052b7b852a4b514b3bd1e6183d742f4b3d1ded9c.
052b7b852a4b514b3bd1e6183d742f4b3d1ded9c was a driver workaround
when PSP firmware was not ready. Now the PSP fw is ready so we
revert this driver workaround.
