ARM: mediatek: Add regmap to mediatek Kconfig

Mediatek SoC needs the regmap/syscon infrastructure.
The infrastructure is used by the clock and pinctrl driver.
This patch adds MD_SYSCON to Kconfig for all Mediatek devices.
