block: revert 35ec59530f3b ("blk-throtl: optimize IOPS throttle for large IO scenarios")

Revert commit 35ec59530f3b ("blk-throtl: optimize IOPS throttle for large
IO scenarios") since we have another easier way to address this issue and
get better iops throttling result.
