IRQCHIP: mips-gic: Add missing definitions for FDC IRQ

Add missing VPE_PEND, VPE_RMASK and VPE_SMASK definitions for the local
FDC interrupt.

These local interrupt definitions aren't directly used, but if they
exist they should be complete.
