libbpf: Set expected_attach_type for BPF_PROG_TYPE_SK_REUSEPORT.

This commit introduces a new section (sk_reuseport/migrate) and sets
expected_attach_type to two each section in BPF_PROG_TYPE_SK_REUSEPORT
program.
