qeth: use ndo_siocdevprivate

qeth: use ndo_siocdevprivate

qeth has both standard MII ioctls and custom SIOCDEVPRIVATE ones,
all of which work correctly with compat user space.

Move the private ones over to the new ndo_siocdevprivate callback.
