firmware: raspberrypi: Add RPI_FIRMWARE_NOTIFY_DISPLAY_DONE

The RPI_FIRMWARE_NOTIFY_DISPLAY_DONE firmware call allows to tell the
firmware the kernel is in charge of the display now and the firmware can
free whatever resources it was using.
