Revert "riscv: cpu: fu740: clear feature disable CSR"

This reverts commit 2a8b450b791a705d92266ae8a080f21fbc65d8a5.

This commit breaks U-Boot booting on SiFive Unleashed board, as
there is no such CSR on U54 core.
