MIPS: Enable ISA_DMA_API config to fix build failure

MIPS: Enable ISA_DMA_API config to fix build failure

Add ISA_DMA_API config item and select it when GENERIC_ISA_DMA enabled.
This fixes build failure on allmodconfig like following:
