board: ti: am43xx: Enable hardware leveling

Remove the RDLVL_MASK, RDLVLGATE_MASK, WRLVL_MASK & enable
PHY_INVERT_CLKOUT to enable Hardware leveling for am437x
as recommended by EMIF Tools app note:
