MAINTAINERS: update file entry for HSI subsystem

The HSI documentation was moved into Documentation/driver-api/hsi.rst in
commit 848c61c38264 ("docs: split up serial-interfaces.rst"). Update the
corresponding file entry in MAINTAINERS.
