docs: networking: convert arcnet-hardware.txt to ReST

- add SPDX header;
- add document title markup;
- add notes markups;
- mark tables as such;
- mark code blocks and literals as such;
- adjust identation, whitespaces and blank lines;
- add to networking/index.rst.
