libbpf: Deprecate xdp_cpumap, xdp_devmap and classifier sec definitions

Deprecate xdp_cpumap, xdp_devmap and classifier sec definitions.
Introduce xdp/devmap and xdp/cpumap definitions according to the
standard for SEC("") in libbpf:
- prog_type.prog_flags/attach_place
