Convert CONFIG_HETROGENOUS_CLUSTERS et al to Kconfig

This converts the following to Kconfig:

   CONFIG_SYS_MAPLE
   CONFIG_SYS_CPRI
   CONFIG_PPC_CLUSTER_START
   CONFIG_DSP_CLUSTER_START
   CONFIG_SYS_CPRI_CLK
   CONFIG_SYS_ULB_CLK
   CONFIG_SYS_ETVPE_CLK
