drm/radeon/dpm: Reenabling SS on Cayman

It reverts commit 2e6ff6c4a9b963735ef830a6aaf5c697ad7d1da7 now that
Cayman is stable since VDDCI fix. Spread spectrum was not the culprit.

This depends on 3755f5a0c2f2831c95e69db2f94dfb000116edf5
(drm/radeon/dpm: fix vddci setup typo on cayman).
