wcn36xx: Functionally decompose wcn36xx_smd_config_sta()

This commit functionally decomposes wcn36xx_smd_config_sta into a clearly
defined wcn36xx_smd_config_sta_v0 and wcn36xx_smd_config_sta_v1 path.
