tools headers UAPI: Sync kvm.h headers with the kernel sources

To pick the changes in:

  6c287791d82a5837 ("KVM: SVM: Add support for booting APs in an SEV-ES guest")

That don't cause any tooling change, just silences this perf build
warning:
